Welcome to Milwaukee County's Diversity Management and Compliance System

Office of Economic Inclusion (OEI) administers the Disadvantaged Business Enterprise (DBE), Small Business Enterprise (SBE) and Airport Concession Disadvantaged Business Enterprise (ACDBE) programs. These programs promote economic opportunities for minority, women, and emerging small businesses.

OEI determines the eligibility of small businesses to participate in Milwaukee County's small and disadvantaged business opportunity program initiatives in accordance with Federal Regulation, State Law and Milwaukee County Ordinance. Certification opens the door to targeted government contracting opportunities.

OEI is a certifying member of the Wisconsin Unified Certification Program (UCP), a cooperative of Wisconsin cities, counties, and airport authorities that benefit from USDOT funding.
